Public transit employees must discharge their duties impartially so as to assure fair competitive access to procurement by responsible contractors. Moreover, they should conduct themselves in such a manner as to foster public confidence in the integrity of public transit procurement.

Any attempts to realize personal gain by a public transit employee by conduct inconsistent with the proper discharge of the employees' duties is a breach of the public trusts.

Any effort by non-public transit employees to influence any public transit employee to breach the standards of ethical conduct herein set forth constitutes also a breach of ethical standards.
